Five-Year Capital Outlay Plan

State regulation requires the California Community Colleges Chancellor's Office to prepare a five-year plan identifying the statewide needs and priorities of the California Community Colleges System. The plan was adopted by the Board of Governors during Andrew's term as the Voting Student Member.

Accreditation
|
During Andrew's first meeting as the Voting Student Member, the Board of Governors adopted the Accreditation Task Force's report pertaining to the status of accreditation within the System and the functionality of the Accrediting Commission for Community & Junior Colleges. Via adoption of the report, the Board of Governors directed the Chancellor to report back with a recommendation for a new accreditor or accrediting model.
Later the Board of Governors adopted a resolution with recommendations from the Chancellor and Chief Executive Officers of the System suggesting a two-pronged approach to resolving the systems accreditation issues. Prong One: Work with the Accrediting Commission for Community & Junior Colleges to improve its current functionality. Prong Two: Search for potential opportunities to switch to a new accreditor. |
Task Force on Workforce, Job Creation & A Strong Economy

Additionally, during Andrew's first meeting as the Voting Student Member, the Board of Governors adopted the recommendations from the Task Force on Workforce, Job Creation & A Strong Economy for a system-wide initiative to increase technical education and workforce development within the System.

System Strategic Plan
|
The Plan was originally drafted in 2006 as a comprehensive map for the restoring student access and improving student success over the next ten years.
In January 2016, the Board of Governors received the final report on the implementation of the Plan, and will soon begin its next phase of strategic plan. |
Chancellor Transition
|
Sadly, during Andrew's tenure on the Board of Governors, Chancellor Brice W. Harris retired to spend more time with his family. A Search Committee was established to vet possible candidates for the position, and Deputy Chancellor Erik Skinner was appointed as Interim Chancellor. Andrew, along with other student leaders from the Student Senate for California Community Colleges and fellow Student Member Hasun Khan, advocated heavily for student representation on the Search Committee. Whereas, the original appointments to the Committee did not include students.
The Board, in an effort to acknowledge the tireless contributions of Chancellor Harris to the System, awarded him the title of Chancellor Emeritus (an honorary title never given out before). |
Baccalaureate Degree Pilot Program

The Baccalaureate Degree Pilot Program was well underway, but there was still a need to determine a method of regulating the Program. Attempting to allow for fluidity of the Program, the Chancellor's Office and Board of Governors chose to present its regulations in a handbook rather than California Education Code. The Handbook is amendable by the Board of Governors with guidance from the Chancellor's Office.

Long-Range Master Plan

The Board of Governors updated the outdated Long-Range Master Plan from 1991 to better reflect the current state of the System.

California & Nevada Interstate Attendance Agreement
|
Student attending Lake Tahoe Community College (part of the California Community Colleges System) and Western Nevada College (part of the Nevada System of Higher Education) live less then one hour away from each other, and often attempt to supplement their education with courses from the other school.
Traditionally, student were required to pay out of state fees to take courses at the other educational institution. However, in March the Board of Governors approved a resolution to partner with the Board of Regents of Nevada System of Higher Education to provide access to all students living within the service area of either institution. |
Constitutional Model Analysis

Both Andrew and fellow Student Member Hasun Khan reviewed at length the four constitutional models submitted to the Student Senate for California Community Colleges, and submitted a detailed analysis to the Rules Committee, Student Senate Council, and General Assembly in an effort to better educate all interested parties on the breadth of each constitutional model.
